Sometimes a clock may display the error "CANNOT CONNECT 146" or a "CANNOT CONNECT 148" when initially set up. There is no problem with the clock, this is a network issue.
What this means is that the clock CAN get an IP address, but when it tries to transmit data to us something on the network, possibly a firewall, is blocking the clock from reaching us.
In most cases this should be resolved by opening TCP ports 8288 and 8289 on your firewall to allow outbound connections needed by the clock. Your IT admin will need to do this on the network, it is not something that can be fixed on the clock.
